I would be impressed if you could. The Breen weapon was NEVER referred to as an ion weapon. :) It was called an energy dampening weapon. You could say it did the same job and so is probably an ion weapon, but then there is a problem. We know that the Federation has encountered ion weapons and storms before, yet when the Breen appeared, the Feds seemed shocked by the effects of their weapon. Why would they be shocked if they had seen them before. We saw in Voyager, that a weapon specifically described as ion based did not have that effect on the ship!

We also know that Klingon ships (and later Fed ships) were relatively easily modified to nullify the effects. Therefore even if it was the same as an ion cannon, we're back to them not automatically bypassing the shields. :)
