You're right. However, if no-one ever attempted to make the "rule" or even presented the idea, some DMs would have never thought of it. Or would not have done it because it "wasn't in the rules". It's nice to have it out there as an option.

I don't know if Vince has ever silently penalized the NPCs or monsters after we've done something incredible or role-played something well, but I'm sure he has.

I've often thought during games that the bad guys (or even us) should be penalized when certain things happen, yet the "rules" don't allow for it. Just having the option is nice. Once you have the option, all you need to do is think when something like that happens and adjust things accordingly.

BTW - I've really enjoyed this discussion. :)
