Readying that standard action to shoot would allow me to shoot her once -- assuming I even hit, the average damage for a single, non crit arrow is 28hp -- *I* can even make that concentration check without rolling. Only a fighter with massive strength and a melee weapon can successfully threaten that check and all she has to do is 5' step and cast!

Phoebe is in a better position to foil her casting with one of her damage spells (of course, she can't metamagic it since it would turn into a full round casting and can't be readied!).
