If you do make things work this way I suggest you reemploy the 2E house rule that allowed clerics to channel rather then memorize spells.

If the patron required must be a demon or devil I suggest limiting or banning evil clerics. I feel not giving the forces of good the same ability to grant arcane power to mortals or by not limiting evils ability to grant divine power to mortals that this would be unbalancing.

And what happens to psionics?
