I agree the Feis Syllabus was clear. However, in the Syllabus for Nationals, the Committee removed the carve out language that states "and has never placed in the top 3..."
That is what made the qualifications unclear. And because the carve out language is not included, a literal reading could be interpreted as permitting her to dance in Adult Championship.
