 Irving Feld was responsible for the WDP, but he didn't organise the logistics of it. Holly's career certainly benefitted from GAC tours before the WDP, so this is kind of a grey area.

The widow on the other hand was responsible for the split with Norman Petty. I think ol' Norm had her number. She knew and didn't like that, hence her hatred for the Pettys. The widow effectively tried to control Holly and his career. She was also the reason Holly went on the WDP - he had to pay the horrendous amount rent for that apartment in Greenwich Village that she wanted somehow. It's also worth bearing in mind that her future husband lived in the apartment above 4H...
