Reading the debate over this one has been very interesting, but I think that the answer is actually kind of simple.

Pre-Butlerian Jihad, humans rely on computers to do the calculations required for interstellar travel, and presumably to build the ships. (Note: I'm going on the assumption that there is faster-than-light interstellar travel without relativistic effects. I think this is perfectly acceptable to FH's universe because obviously mankind has spread throughout the universe, maybe farther, and we have all seen the calculations on how long this would actually take travelling within the laws of relativity. I think it is safe to assume Frank H made this assumption as well.) Humans relied on machines to do this job. THINKING MACHINES.

The Butlerian Jihad and humanity's enslavement beforehand put the fear of "thinking machines" into mankind (We see this fear manifested in the original series.)

So after humans overthrow the machines, we have a problem. We needed them for interstellar travel. We have just fought ourselves into a technological corner. How do we resume interstellar travel without using machines?
Enter Norma Cenva and the spice. So you see, it is perfectly fine for this type of travel to exist pre-BJ, because the BJ is what creates the great necessity for spice. Include the spice's geriatric properties and its BG uses and you have every bit of importance attached to the spice as before.
