considering how many are around, i think we're all fortunate to meet so few of these folks in our lives.
i can't speak for YOUR nutjob but ours was the way he was because of irresponsible dog owners who believed leashes and fences were 'cruel' and to make a dog protective, you should beat it.
then there are those who insist THEIR litte fluffy NEVER bites. my very own sister is one of those. (hanging head in shame).
how many untrained, unsocialised dogs do we all see, running loose everyday?
there is NO excuse however for the ups guy in the original post or the mailman in either mine or yours. cruelty is just cruelty and that's what it all boils down to.
in my area the mailman does not have to deliver the mail if an animal (of any sort) is either loose on the property or tied close by the box.
it isn't a 'new' rule and it ticks me off that our mailman recieved no punishment other than the macing by miss agnes.
