Best step is to go to the person above him in the food chain and request that something be done. Mention that you do not feel it is appropriate to have children in a workplace; you find it difficult to work with them in the office; and respectfully request that he find alternative childcare arrangements that do not involve them interfering with your work environment.

If necessary, ask your associates to either come with you when you make the request, or make requests of their own. The more weight you have behind you, the better.

I would, however, speak to the guy himself first. Higher up or not, you do have certain rights, and if you put all the above to him - you never know, he may take it to heart. If he doesn't, then go to his boss.
