The scammers might be working in some grey areas of the law that makes it difficult to pin point their activities as illegal. What the goverment could do is lengthen the "cooling off" period to 14 days. This will make it difficult for them to hide the "truth" from those that are being sucked into their schemes. 3 days are really not enough time for the smoke to clear for those that are conned into their scheme.
