Thank you Hael for identifying the elephant in the room...systemic corruption. The real problem is a history of administrative ineptitude, lack of ethical leadership, fear of transparency. Fear of change. oh, did i mention pandering to the rich and powerful?

A citizen recently asked "whatever happened to our Town Hall Meetings?" the Mayor was furious. "This IS a town hall meeting!" No, it was a Council Meeting, but he didn't know the difference.

City Hall doesn't want to hear from John or Susie Q Public.
No you can't speak with department heads; send an email to the Chief of Staff.
Don't voice any concern about quality of life issues. (a council person whose name rhymes with gripe will shame you for not recognizing his magnanimous community efforts.)
HR? who is that? Community Relations? who is that?
....the Mayor's Economic Development team? the unofficial influencers, not charter-approved. who are they?
