Dave Acker wasn't qualified on shit! And he still got promoted, even being a coward didn't stop his career progression. Since when does being qualified on all machines make you a better officer than someone who hasn't? Back in the days not everyone drove due to a plethora of reasons, favoritism being one. Only two fucking companies in service anyhow, one truck, one engine. This department is a joke right now, volley fucking mentality through and through.
