That is an interesting take on the facts. Yes two members were skipped over,which is allowed by civil service law. "Consistently outperform their peers or promotional exams"? This is both of their first promotional exams and they finished middle of the pack. They both have 10 or less years on the job and have been qualified drivers for less than 5 years. One of them isn't qualified to drive all of the apparatus.

The member who was promoted has over 17 years on the job. Has been a qualified driver for 16 of those years. He did score lower than the other two on the list, but civil service law takes this into account and allows promotion out of the top 3 best scores taking into account experience, job performance, and leadership skills.

You say favoritism, I say they chose the best candidate for the job.
