Given the prerequisites someone else posted above, the current mayor would actually be qualified. The answer to your seemingly intelligent observation misses the forest through the trees. The problem lies in the people who tend to run for office(and the bullshit process to get there). There should be no parties for such a hyperlocal position and ranked choice voting. Better councilpeople would result in a more symbiotic relationship, more informed debate, encouraged responsiveness and a better run city.
