The impact study was in housing for economics, it was for safety. Usually when a municipality cuts public safety, a study is done to see how said cuts will affect a community from a public safety standpoint, ie, response time to incidents, how many hospitals, or infrastructure that may be affected due to losing said service. If a proper study was done, it might have pointed out, that an water carrying apparatus has to travel from upper Broadway, downtown to extinguish a fire. Only one! What if another structure or emergency happens simultaneously? That's the purpose of having more than one engine. Response to multiple events, in a timely fashion. If I'm not mistaken it is determined by population density, commercial and residential volume, within said community. Every community is different, with specific needs. Newburgh has several highrises, hospital, schools, factories, apartment complexes, multiple streets with "rowhouses", churches, and is still part of a mutual aid system, the council wanted to withdraw from! What would of happened if the city was successful in disbanding it's mutual aid commitment? These are just a few things that needed to be done before cuts to public services in a community. Pennywise and dollar foolish should be this city governments motto. Go volunteer here and see what happens.
