I don't know of any capable private investor that doesn't maximize roi without piggybacking on public policy. Positioning and scale within that, 'er, moral contract marks the "difference" to the extent of maximizing the profits and socializing the loses. Hector was correct in that the pandemic flipped the switch in this regard. More of an enabler than a reaction imo. Shutting down small to mid-size private entities redefined risk as it relates to roi. This added risk must be accounted for via cashflow... higher rental fees as it relates to muti-family properties. What's a progressive ptb to do knowing full damn well that the public service machine needs exponentially more $s to sustain itself. So it's either the smaller property investor with the higher incomes it affords Or the Institutional investor with unlimited discretionary resources and influence.
