Subject: The Obstruction Rule

May the debacle on the NRL interpretations of the obstruction rule end the facical situation whereby Laws and interpretations are decided on by coaches!! Let the Laws and interpretations be done by a Laws committee or board as used to exist, composed of referees and referees only.

To review what the Law says -
Section 15 Players Misconduct
1. A player is guilty of misconduct if he:
(j) deliberately obstructs an opponent who is not in possession

The notes on page 40 demonstrate an example of a decoy runner, and state:
Player 2, expecting the pass, has his eye on the ball and his momentum carries him forward. He can easily collide with player 5 (opponent) without being guilty of obstruction, and once again, the Referee will allow play to proceed unless player 5 (opponent)was actually prevented from making the tackle, in which case a scrum will be ordered.

Pretty simple stuff.

I am sure coaches just made sure the Law was expanded to make lapses by their teams ruled a penalty. Lets keep the coaches coaching, and referees setting the Laws as the neutral body.
