I believe the most common whistle is the Acme Thunderer 58.5

As for using it correctly, Mick Stone has it right. Its not always the size, its the way its used. Most of the best tones can be acheived by practise. Lock yourself in a room or go where no-one will hear you and experiemt with it.
I found the best way to acheive the "NRL tone" is to place the whistle in between my middle and 3rd finger, allowing my nuckles to slightly cover each side of the hole in the top. I use my tounge to control the length of the blast.
This has been extremely efficient for me, and people always comment on how good my tone sounds.

Some things to remember:
- Keep in mind that this will not always work for you.
- Find a grip that is comfortable for you, don't strain your hand.
- Make sure you cover the sides of the hole in the top. Not too much, but just enough to get that deep tone.
- Don't be afraid to experiment with it, you'll get it eventually.
- Take a deep breath before you blow it, dont puff your cheeks out, try and keep them squeezed in. Your face might look like you just tasted a lemon, but whos gonna notice? :P
