I agree that the system works well for Touch, but there are vast difference between Touch and Rugby League and the way the game is managed.

Touch does not have a tackle and play the ball to manage,and it is here that the timing and standard set by one referee will vary from another, and present issues to the players in having to adjust.

Touch is far more technical in nature, and subject to less interpretation by the referees, so is more open to having interchange officials and no effect on the game.
