Subject: Rule 13 penalty kick.

Clarification of Rule Section 13 penalty kick. International rules.

Section 13 subclause 4 (a) states that if there is a breach by the kickers team then a scrum is formed 20 metres in from touch level with where the kick was taken etc.
Who has the scrum feed?
Kickers team (for whom the penalty was originally awarded to) or the opposing team ( team who were originaly penalised for whatever reason).
Do the same rules apply for Mod league games?
Any information you may have would be greatly appreciated.
