This is a very young teen and to be doing the entire show the world and leave yourself to scrutiny is a lot when being a teenager is hard enough. If they are happier and have had sufficient psychological care, then going down this route is an option that may make them happier. But no matter what feelings are regarding transgender individuals, when you cross a line into unfair advantages in sport or otherwise, it’s not ok. Their need to be their true self does not trump the needs of the rest of the competition to have a fair shot.
