ozboy, first of all: Is the EU to be a democracy? If so, then, as I see it, all new parts, or changes, of its constitution should be put to a binding referendum at the same time as a general election for members of the EU parliament.
..... Usually a committee decides on a draft constitution, but members of that committee may be biased, fearing that God will or will not (whatever) if they (whatever). Such a committee may also be influenced by all sorts of pressure groups, including those that include (massive?) demonstrations in various forms, including postings in this forum.
