When they get a bit older , in their mid teens, I don't think there will be too much of an issue with them smoking. Police merely confiscate these smokers of their cigarettes at that age without any further ado. I remember Ren and Lilly were quite avid smokers in public when they went out with their step mum, Belinda and these twins would light up at will. They were 14 at the time. They would go to cafes or outside eateries in designated smoking areas. They did get quite curse remarks from senior citizens and the anti smoking brigade but from all accounts and from what I've heard these same people didn't wwant to mess with Lilly especially. She wouldn't hessitate in telling them to f-off and mind their own fkn business. It's not the way I'd have them handle the situation but each to their own.
