I suggest that there's no single amount by which "unstretched" would differ from "stretched" girdle size. I recall my wife once having a black, all-elastic girdle with just a couple of double-elastic areas, one at he front and one at the back. Unstretched it looked ridiculously small and I remember joking that she surely wouldn't be able to get it on. In fact, she could pull it on with ease. I would guess that the expansion was to about 150% of its unstretched size.
Later, with her firm control girdles, it was much more difficult to forcibly stretch them and the expanded size when worn was probably only about 110% of the unstretched size.
So, I think it all depends on the strength of the elastic plus the amount of doubled or non-stretch panelling.
