I've judged in numerous pageant systems, including the teen pageants in both MAO and USA...in those judging orientations, you're told explicitly to use the full spectrum of scores from 1-10. 5 should be considered an average contestant. A score less than that should indicate that there is room for improvement. If a contestant scores above a 5, she should be proud of that accomplishment, since she is 'above average.' As someone who has also served as auditor at local MAO pageants, I can tell you that the full spectrum of scores should also be encouraged to help alleviate ties. When judges use only 6-10, they end up creating a very tight race for the top placements, and surprising results have been witnessed due to their constrained scores. You want the most well-rounded contestants to be awarded, based upon the equation for that pageant system. That's the reason the judges are told to score 1-10, and not 1-5.
