Good question Grainy! Valid thought process to the point of situation. I haven't heard of this either and I don't know if anyone else on the board has seen this, please advise! Most taxis are not in the same situation as you stated but they are also not being outfitted in the exact same manner. They stop generally in low speed situations and if in motion are at or around posted limits. Very few times is a taxi ever found stopped behind some vehicle on a highway (your case in point). Now, on the other hand, there is generally nothing more in the trunk other than one radio transceiver and luggage. Very little in puncture points found in a taxi unless someone has incorrectly mounted the radio in the car (see the trunk layout pattern at www.CVPI.com). Let's throw an extra curve, are the yellow taxis more visible than the other colors and have you seen the reflectorized and non-reflectorized taxi emblems too? Many questions and few answers right now on taxis as well as the CVPI's it seems!
