Eventually I tracked the problem down to the starter brushes becoming worn and the commutator being dirty. Some of the following might help: 1) The spark from the ignition units is very fine/weak, it’s very difficult to see unless you are in a darkened hangar. 2) As a temporary measure you could try closing one plug gap on each cylinder to half the normal clearance. Leave the other gap as standard. 3) Iridium (expensive) plugs are reported to spark at a much lower voltage – but be very carefully about adjusting the gap. 4) I replaced the starter brushes and polished the commutator with a green scotch pad pan cleaner. I got replacement brushes cheap from ebay. 5) Check the voltage at the battery and across the starter during cranking, also the cranking rpm. (My battery voltage drops to around 10 volts) 6) According to the Rotax 582 repair manual: Resistance of the HT coil (goes to the plug) to earth should be 5.1-6.3KR Resistance of the lighting coil (yellow – yellow/black wire) 0.3-0.35R (This is so low that the meter leads affect the reading take away the resistance you see with the meter probes shorted together) Resistance of the charging coils (green-white) 230-280R. Rev counter pickup (grey-white) 30-35R 7) The ignition off wires black/yellow-brown(earth) should be open for running. You could try disconnecting the black/yellow wire to confirm you do not have an ignition switch fault (might need to stop the engine by turning off the fuel) 8) The Rotax book says you need 300rpm for the engine to fire (my engine seems to need 500rpm.) 9) Might your mogas be stale - especially if it was bought last flying season? The last time I flew I stopped the engine for about one minute after doing final pre take-off checks and was surprised to find it took around 4 seconds of cranking before the engine burst into life- even though it was spinning like a top.
