The National Program continues to work within each state to secure a Director who will produce a state contest/identify a representative. As this work continues, they are leveraging at-large appointees to further market the program. There is nothing shady about this. The absence of a state in the national pageant would serve as a disincentive to in-state, would-be contestants. It's important that each state has visibility. Eventually, they will get there; but in the meantime, this is how they are marketing the program. It's not that serious. -- Miss Volunteer America Pageant
