Subject: They do try. But if an instate gal doesn't take it, they offer it to contestants from other states -- typically who are aging out but would still like the national competition experience.

The national pageant may be 6 months away, but there is preparation that must go into it. Including program books, judges books, etc. Things that can't be put off that long. The national office does a search for someone WITHIN the state that needs a titleholder first. IF no one wants it or able to do it, then they open up the search to persons outside that state, so that it has a representation on the national stage. If my understanding is correct, there are multiple states that had to have an "at-large" rep wear the title. It's not that big of an issue, stop complaining and help find someone from the area yourself so an "instate" girl can represent.
