One thing that is really bothering me (like a lot) is the fact that the USGA will let any Tom, Dick or Harriett form a golf club that is accountable to no-one, and are trusted to follow the rules, allowing them to issue USGA 'sanctioned' handicaps.
The legitimacy of that index is very suspect IMHO.
Are they seriously leading us to believe, that, were I a scratch player (I wish), I could show up at US Open qualifying, present my inkjet printed handicap index, issued by 'Duncans Golf Club', I would be allowed to tee it up.
You know the more I think about this, the more flaws appear.
I would love to start this thread at USGA, but that would be futile.
This whole integrity, peer review thing is a smoke screen, eh?
This to me is the biggest thing a centralized system has going for it. Even if it is abused at least the central authority will lend the handicaps legitimacy. I would even pay for a USGA issued card with membership number (although I believe it would be more profitable and easier to manage, ad funded). Anyone who wanted to could access my current index knowing that number (either via the web, or automated service using a touch tone phone). It is totally up to me to maintain the integrity of the system. Thinking this through leads one to conclude the issuing of handicaps to individuals is reasonable. Individual or club member, the opportunity for abuse remains. Heck I could form a club with 9 fictitious buddies. Would the handicap be legit? USGA says no. Duncan says, no, BUT, as long as I am honest I consider my handicap to be MORE legitimate than many I have seen issued. And who is ever going to dispute it. No one but me and my 'members' is even aware of the existence of the club.
