When I was old enough to drive (17), I was old enough to understand that if caught speeding, there were penalties involved, including losing your license. At that age, I'm not sure I fully appreciated the danger of speeding, but there was no need for corporal punishment for me to drive safely. If my "child" was caught speeding, I would give one warning, and then not allow them to drive. It's too risky any other way.

Maybe where you live, the state is too lenient with people who drive dangerously. If your daughter refuses to follow the law, and is endangering herself and others, she needs to be taken off the road until she is ready to be an adult. It is a serious issue, and the state cannot depend on bad drivers being spanked by their parents.
