It almost sounds like the boy was undergoing a form of mild petticoat discipline-or maybe his mother often dressed him that way as normal attire. I wonder why the woman was leading him by the wrist? One can speculate. The boy was even more unusually dressed than the lad near me. To be dressed in little short-alls must have been quite a sight. p.s Anyone else had sightings like that.
