Thank you. The best is probably to show them barefoot is normal and nothing bad (so they never feel embarrassed about showing up bf anywhere), to encourage and show all the places one can go barefoot, and enable them to take their own decisions. The places my daughter currently goes are all "safe" and since she is too young to go alone I can warn her, once she is out on her own in a few years she'll be able to see where it's dangerous.
When winter comes, as parents it's also our job to find out how cold is too cold in these first years, I know as long as there are no complaints and her feet aren't icy cold to the touch it's safe and well!
I'm doing what I can to prepare my girl to take her own reasonable decisions once she's old enough for that, and previous experiences in different weather and conditions are important for that.
