It's done internally, not by the girls. It's up to Steven. #2 How did she know who the judges were? Their names weren't known until the program books were released. Finally, tell us all the details. How much was the payoff? Where did it happen? Which 2 judges were in on it? And who is the alleged rightful Miss Ohio? You're full of crap accusing Stephanie to have somehow bribed the judges. You need to grow up.
