Apple TV tuner and Apple video-in card can be used in wide range of Power Macs including those without 3.3v (like 6200, 6300). This means that they don't have any 3.3v line (unless of course Apple wanted to overcomplicate things and put some smart IC in them to recognise 3.3v and make some use of it).

None of the TV, TV/FM or video-in cards require 3.3v. However a more powerful PSU as Chris said may be necessary.

As for other PCI cards - quite possibly that there are some PCI cards that do require 3.3v
