Pre-assembled? No.

The 6400 won't work without the regulator, but other than that I have no idea how much current it draws. My guess would be less than 1A.

Unless you *know* that the PSU you're planning on using has a 3.3V line (which you could determine with a multimeter and a load on the PSU in most cases), it's probably best to use an additional circuit.

No Mac motherboards before the beige G3s support more than one IDE device AFAICR.
