On PowerCC site (english version) in FAQ they explicitly said that 3.3v not only used by some PCI cards - but needed itself for PCI bus (for PCI controller).

Now from information here I assume that 6500 board generates this by itself. There's a pitfall here - the onboard generator is weak - just enough to power PCI controller. Therefore if you will add any PCI card which requires 3.3v - then it won't work (most probably it will result in system freezing or restrting during boot).
