I think it depends, 13 year olds can range widely in there maturity both physically and sexually. If he’s still a little boy, and hasn’t started puberty, and she is very mature for her age, and it’s just a big sister taking care of little brother then I see no problem, but if he is mature for his age and has started puberty, then I might think twice.

My daughter is 2 years older than my son but he is a very immature, very small for his age 9 year old. My daughter is mature for her age at 11, but she also hasn’t started puberty. She changes him often as well as gives him a bath regularly.
