if you read the SHC statement, it is clear that it is about extramarital sexual relations. That is the clear context. It further lays the basis for that in the fact that homosexuals, in 1982 (and still in many places today),could not legally marry.
The context of the policy in 1982, as it still is, relates to sexual promiscuity...not whether it is heterosexual or homosexual, per se.
