Sometimes the dancer and family are at the mercy of the school policy. not every school views moving up immediately as a positive thing for the long term growth/development of a child - staying in for a calendar year is sometimes viewed as the right thing to do, regardless of placements. If they don't move up each calendar year, then I think it truly becomes an issue- but consider the above before you trash a family for bad parenting.

our experiences have all been parent driven with the parents being very vocal about sitting their kid in PC to collect.
