This may be out in left (or right) field (which relates to my question), so please bear with me. Per the ByLaws, Article III, Membership:
"Section 2. Any organization concerned with issues relating to government information shall be welcome to associate with the Round Table as an affiliate member upon submission of a statement of membership and purpose. Affiliate membership shall entitle the group to receive publications of the Round Table and to participate by reporting on activities for dissemination to all the membership; it shall not entitle members of the group who are not personal members of ALA and members of the Round Table to vote or hold office in the Round Table. The functions and responsibilities of affiliates shall be defined in the GODORT Policies and Procedures Manual."

This section says any organization with issues relating to government information shall be welcome to associate as an affiliate. Would a group of, say, political science librarians or reference librarians qualify if they demonstrate that they work with government information? How about a political group (in left or right field)? Folks who are not librarians may become members of ALA, so per GODORT ByLaws, can folks who are not documents librarians become affiliate members? The purpose statement, which is really great Jill!, refers to documents librarians. I don't really think any group outside of documents librarian groups will request to become affiliates, but I just want to be clear as this is being established. Maybe some of this will be resolved as I go through the PPM for the word "affiliate", which I am slowly working on.
