Wa has a agreement with ca they sell us their excess in the winter to us and we sell our excess hydro energy to them in the summer , we did not have enough power for us that year let alone ca due to drought . No ones fault unless one wants to blame nature . Where the nw was hurt bush ordered us to sell power we did not have so we were also having to buy it from enron at thier sky high prices for us and To sell to ca. No one was at fault except enron .
