You've 7 regions in NA, and Mid-America is split, so you've got 80 top 10 Oireachtas dancers.

Most NAN competitions are split, so let's pretend the top-10s are split evenly. That's 40 on each side of the split.

This means that, of everyone who placed top ten at the Oireachtas, SOMEONE is going to place 40th or lower.

There isn't room for 40 people in the top 10.

Add in dancers from overseas (who no longer go in great numbers btw), dancers who missed O with injury but might normally be top 10, and dancers who are improving all the time - those top 10 Oireachtas dancers might be pushed out of the recall.

I don't know whether it's "wonky" or not, but even if it was straight as a die, someone is going to miss out.
