They need to enforce the block, as we all were forced into it. They can't now say it's not required, as many of us would have stayed elsewhere, booked AirBnBs, etc. This is the way it's always been. They will enforce the block, and find more block rooms if needed. Would not be fair to others if they changed the requirement.
