MILLIONS OF GOVERNMENT EMPLOYEES
The current federal government in the United States is made up of a huge number (millions) of people and their dependents “working for” the United States. There are also thousands of companies and millions of people working in the private sector but paid by government contracts.

According to USAFACTS.org, as of 2019, there were 23.7 million full-time and part-time employees of our federal, state, and local governments, including:

4.0 million Federal employees
5.5 million State employees
14.2 million Local government employees

The military is called out specifically in our constitution:

“Section 8: Powers of Congress: The Congress shall have Power To lay and collect Taxes, Duties, Imposts and Excises, to pay the Debts and provide for the common Defence and general Welfare of the United States.”

As of 2019, there were about 1.4 million people in the military and about 750,000 people that work in national defense but that are not active-duty military.

How can a small government proponent overcome the huge number of people that have a vested interest in maintaining the current size, course and speed of this government? There is an entrenched federal government bureaucracy that will not want to voluntarily change from its current course. Federal government employees are not going to voluntarily eliminate their own jobs. And no federal (or any) politician will willingly step down from power.
