I think it's a product of the blues being less than popular with the older breeders and in those days it was not unusual to register only the "right" coloured puppies in a litter and give the rest away or put them down. In effect the pups weren't "owned up to" and a lot disappeared unpapered. It's only with the advent of breed popularity that every puppy has a monetary value (even perhaps a "rarity" value for the lesser seen colours) so they are now registered and sold and we see them reasonably often. I think they've always been there but there have been so many old wives tales attached to the different colours in the past that it's only now that they can "come out". Blue is still a bit looked down on by some people in the breed, it is becoming more acceptable but only with black skin, not liver or brown, as that particular old wives tale persists.
