Subject: Casting Epic Spells

I can't seem to find a rule...

First of all, the DC for casting an epic spell is 10+ the appropriate modifier. animate dead seed is 10 + 13 for a tenth level caster can have a maximum number of points in spellcraft= 13. My question, then, is when the caster of said epic spell makes his/her spellcraft check to see if he/she successfully cast the spell, is the check made in this fashion: 10+spellcraft+ability mod.?

If not, it seems to me that it must be done like this:

d20+spellcraft+ability mod.

My question is, if you have a tenth level dude with a 13 in spellcraft and a +4 to his INT and he tries to cast the above animate dead, which is a 5th level spell, he would have to beat a DC 23 (applying epic spell logic to the problem). To do this, he would need to roll a 6 or higher. This indicates that there is always a 25% chance that he would always fail. Yet, at this level you don't have to make rolls. You can successfully cast these spells 100% of the time. How does this justify the same system when applied to Epic Spell Casting?

Anyone following my logic? :)
