Yes, it seems to have been common practice (and probably still is) for extras and stand-ins to have recurring roles of sorts ... I know a couple of M3S examples have been discussed on this board and its predecessor. One being Steve's boss in California appeared in several different roles in the earlier years of the show.

The original Star Trek series is another one where you can identify the same non-speaking extras showing up repeatedly on the bridge crew or as security guards. One of them was also William Shatner's stand-in -- you can pick him out by the similar build and haircut. Once in a while he'd get a speaking line and get his name in the credits.
