In the least, proper h.r. management formalizes accountability and responsibility for All parties (employment is, @ minimum, a social contract) by documenting and addressing in real time. However, this passed year and a half has demonstrated that any and all "contracts" can be put on hiatus via decree. It's created a huge moral hazard that sets the undertow for any drifted local policy, as the latter is now beholden to dictate. The dysfunction will continue relative to the degree of capture, unfortunately hedged with taxpayer $s ...it's "baked in".
