Subject: City Manager Venning

When the city appointed Mr. Venning as City Manager he had no experience as a City Manager. Does he not realize that the City Manager position is supposed to be nonpartisan? His recent press release or “Unhinged Attack” as one media outlet labeled it inserted him right in the middle of Orange County politics. The following day, his “Chief of Staff” also entered the political fray. This has shown the City of Newburgh in a very poor light. As I have mentioned in other posts, Mr. Venning has some attributes that may make him effective in his position, but he has a lot of growing to do in his job.

The city is reported to be in negotiations with Mr. Venning on a new contract. They will, of course give him a new contract, no doubt with a substantial raise. The new contract should require that Mr. Venning join the International City Managers Association (ICMA) and comply with their Code of Ethics. Tenet 7 is that members “Refrain from all political activities which undermine public confidence in political administrators”l. If the Council does not do this, it basically says to its residents that they condone the political activity of the City Manager and his staff. The City of Newburgh does not need poor relations with Orange County or any other level of government. Professionalism and non partisanship is of the utmost importance to re-build cordial relationships.
